Federal Legislative Update: Bipartisan Foster Youth Reform Bills Now Moving in Congress

In recent weeks, bipartisan Members of Congress have introduced a series of six bills to modernize the Chafee and ETV programs. Momentum is building and Congress will soon make decisions about these bills.

About the bills

There are six bipartisan bills:

  • Foster Youth Housing Opportunity Act (H.R. 7432)

  • Foster Youth Workforce Opportunity Act (H.R. 7343)

  • Foster Youth Postsecondary Education and Success Act (H.R. 7463)

  • Fresh Starts for Foster Youth Act (H.R. 7529)

  • Support for Expectant and Parenting Foster Youth (H.R. 7655)

  • Chafee Opportunities for New Networks and Existing Connection Trust (CONNECT) Act (H.R. 7995)

Together, these bills focus on:

  • improving housing stability and access to the FYI vouchers

  • expanding access to education and workforce training and apprenticeships

  • strengthening peer support and supportive adult relationships

  • addressing barriers to legal services

  • support access to parent support and home visiting services for expectant and parenting youth
